From an LRT line to a stronger security framework for Phu Quoc
In the transportation sector, Sun Group signed an Operations, Training and Trial Run Consultancy Agreement for the Light Rail Transit (LRT) line with Ho Chi Minh City Urban Railway No.1 Company Limited (HURC). The partnership leverages HURC's operational expertise as the operator of Metro Line No.1 (Ben Thanh – Suoi Tien) to prepare the workforce and operational capabilities for Phu Quoc's future public transport system.

Under the agreement, HURC will prioritize deploying experienced specialists, engineers, maintenance technicians and operations personnel from urban railway projects, while collaborating in the recruitment and training of a local workforce in Phu Quoc. The LRT line is planned to connect key destinations including the airport, seaport and convention center, providing long-term mobility solutions for residents, visitors and the island's urban development.
In the field of public security, the Phu Quoc Special Zone Police and Sun Group signed a Coordination Regulation on ensuring security and public order across the Special Zone.

The two parties will establish a regular information-sharing mechanism covering security and public order, personnel, security teams, construction contractors and foreign nationals working or residing within Sun Group's projects. They will also work closely to prevent, detect and promptly address incidents at the grassroots level. The cooperation framework further covers residential and foreign resident management, businesses operating under security-related conditions, traffic safety, fire prevention and rescue operations, while promoting legal awareness and compliance among employees and workers.
The agreements on the LRT system and public security come as Phu Quoc accelerates preparations in infrastructure, facilities and operational capacity for APEC 2027, which is expected to bring together leaders, delegates and business representatives from the 21 member economies.
Strengthening high-quality education infrastructure and enhancing island-wide English proficiency
In education, Sun Group and EQuest Education Group signed a cooperation agreement to develop a K–12 school system in An Thoi Urban Area, South Phu Quoc, with a planned capacity of approximately 2,430 students.
The campus will provide around 17,600 square meters of floor space, comprising 81 classrooms from Grade 1 to Grade 12. It will adopt an "International – Gifted" education model that integrates Vietnam's national curriculum with the Cambridge programme, American-oriented academic pathways, educational technology and life skills development.
Under the agreement, Sun Group will invest in and develop the school's facilities, including classrooms, STEM laboratories, physics and chemistry labs, art and music rooms, a library, a multi-purpose hall, a swimming pool and sports facilities. EQuest will be responsible for school management, operations and educational equipment investment. The project is expected to be handed over for admissions on November 1, 2026, with the first academic year scheduled to commence on August 15, 2027.

Alongside formal education, the People's Committee of Phu Quoc Special Zone and Sun Group signed memoranda of understanding with leading English language education providers, including Language Link Vietnam, iSMART Education – EQuest Group and EDUMINA, to launch the "Phu Quoc – Hello World" programme. The initiative aims to enhance community English proficiency during the 2026–2030 period, supporting preparations for APEC 2027 while contributing to the island's long-term development vision through 2045.
The programme focuses on groups that regularly interact with international visitors, including drivers, hotel and restaurant employees, market vendors, service workers, frontline public service staff, as well as pupils and university students. Training will emphasize practical English communication tailored to real-life workplace and everyday situations.
Under the agreements, Sun Group will serve as the programme's strategic communications partner, connecting tourism and service businesses while creating practical learning environments. Selected venues across the Sun Group ecosystem are expected to host English Day, English Corner, practice sessions and community challenges. A "Hello World Rewards" programme is also being studied to encourage continuous English use, creating an integrated cycle of learning, practice and recognition within the places where residents work and interact every day.

Language Link Vietnam will provide digital learning solutions, educational technology, AI-powered learning tools and tailored teaching materials for different learner groups. The organisation will also collaborate in training master trainers, English Ambassadors and frontline personnel serving APEC 2027 and other international events.
iSMART Education – EQuest Group will participate as a strategic education partner, providing academic consultancy and resource sponsorship. Its contributions include blended learning solutions combining online and in-person instruction, AI-enabled learning tools and practical English communication programmes. During the initial phase, iSMART will sponsor 300 ELSA Speak Pro accounts, valued at approximately VND600 million, together with 10 practical English communication coaching sessions worth approximately VND200 million.

EDUMINA will provide free access to its online learning platform, helping learners strengthen vocabulary and grammar as the foundation for comprehensive English proficiency. Powered by Adaptive Learning technology, the platform personalises content and learning pathways according to each learner's abilities, enabling users to assess their current proficiency, identify priority areas and choose the most suitable learning approach. The programme is designed to help Phu Quoc residents improve their English skills for practical use in tourism, hospitality, services and everyday communication.
The education and English training partnerships combine formal education, digital learning and hands-on practice to expand access to English language education across the community, particularly among those who directly shape visitors' experiences in Phu Quoc.

Each programme follows a clearly defined implementation roadmap beginning in late 2026. The K–12 school system is expected to open admissions in November 2026, the community English programme will run throughout 2026–2030, while EDUMINA's sponsorship of tourism-focused learning resources will continue through the end of 2027.
Together, these agreements provide a comprehensive foundation for Phu Quoc to strengthen its transportation, security, education and human resource capabilities in preparation for APEC 2027, while ensuring these long-term investments continue to support the island's development well beyond the event, advancing its ambition to become an internationally recognised hub for tourism, leisure and innovation.
